The building is within a street block on a small square just outside the historic centre. It houses clubs, administrative and commercial spaces. The layout and facades are based on a slightly asymmetric concept. The entrance is marked by a single accent in the facade overhead: a flag pole in a french window. Originally, the facade was intended to have a cantilevered sculpture in an empty niche above the entrance. However, like in the case of the National Bank, neither here had Bellus succeeded to gain support for this artistic intent.
